|Institute of People Development Advisor - July 2008|
In this month's issue
1. If you want to be part of South Africa's emerging community of expert training practitioners. This first ever Post Graduate Certificate in OD-ETD Practices (NQF Level 6) aims to bring together up to 100 thought leaders in workplace learning to research and define best practice toward implementing the National Skills Development Strategy.
IPD has extended the closing date for late registrations to the 18th July 2008.
2. Occupational qualifications are fast becoming the focus of developing frameworks that are informing the evolving Sector Education & Training Authorities (SETAs) and the Quality Council for Trades and Occupations (QCTO). The Occupational Skills Summit hosted by SERVICES SETA at Gallagher Estate in June 2008, set the ideal stage for further debate and dialogue around the unfolding future toward a skilled South Africa. "Developing occupational profiles will best be done by the actual practitioners experienced in that occupation itself rather than by training providers or practitioners who developed unit standards and qualifications before" stated Christoph Vorwerk. "This will essentially be driven by qualified, registered qualifications development facilitators".
The IPD's "Qualifications, standards and curricula design programme' (see: `training schedule' on IPD website) will include clarity on how these things will be done and equip qualifications development facilitators with the competence they require to do this work. The launch date for this programme is: 22-24 July 2008
REPEAT: Special rate to learn to develop learning programmes and materials
Pressures to develop suitable outcomes-based learning programmes and quality training materials are mounting, and with the limited consultant resources available in the country to meet this demand, The Institute of People Development is again rising to the occasion by providing a carefully crafted 5-day course titled:"Learning Programme Design and Materials Development", offered in Midrand on 01-10 September 2008.
Due to popular demand, the July programme was over subscribed and so this same offer is extended to the new September date; again at the SPECIAL REDUCED RATE OF R 6,490 + VAT per participant (and includes one copy each of the acclaimed book,"Occupationally directed ETD Practices: 2007, Meyer & Orpen" published and distributed by Lexis Nexis Butterworths.)
This book represents ideal training materials for practitioners completing unit standards-based learning in OD-ETD Practices at NQF Level 5. Filled with self-assessments, individual and group activities, case studies and CCFO assessments, this book is a useful example of quality training materials.
BOOK NOW - limited to 20 delegates to the programme!
All SETAs are now required to be reporting against the Organizing Framework of Occupations," says Ivor Blumenthal of Services SETA; "Employers and labour do want to participate in the process, but they are continuously being knocked by irreverent providers (consultants) who are not reported to the SETA or ETQA to take action against them. These `irreverent' providers are those who do not have the will to play by the rules or the skills to adapt to the requirements of the NQF. NSDS 3 and 4 will start seeing the effects of the current changes; as we build this world class Rolls Royce ETD system and I believe we are on a Rolls Royce track, all providers will have to `step up to the plate' to deliver."
Ivor Blumenthal further challenged Hoosein Rasool, CEO of CTFL SETA by claiming: "This will not be more expensive but a cheaper process as ready made materials will be made more readily available to learners and workplaces. This will put pressure on providers to drive down their pricing and also deliver better quality learning!"
One such example of this is the book: "Occupationally directed ETD Practices: 2007, Meyer & Orpen" published and distributed by Lexis Nexis Butterworths; and available via our website.
"Until we research how people move from one occupation to another, allowing for flexible work appointments where one qualification is useful across a variety of jobs, we will face a serious challenge implementing qualifications linked to the OFO" commented Samuel Isaacs of SAQA in support to the presentation titled `Providing and Quality Assuring Occupational Qualifications: Workplace & Provider roles defined' by Rooksana Rajab.
" The NQF Bill going to Parliament on 12 August and the registration of professional qualifications shall be included therein," confirmed Isaacs.
The proposed Quality Council for Trades & Occupations (QCTO) aims to be the single body that will replace all sector level and professional body ETQAs. Partnering and/or supporting communities of expert practice (CEPs) and continuous professional development (CPD) initiatives surrounding professional qualifications that are quality assured by the QCTO may well become a key driver toward improving the quality of ETD in each field of professional practice.
IPD encourages all readers to attend future conferences of this nature; either hosted by SERVICES SETA in the regions or any other SETA in the near future and to participate in these debates.
All professional ETD practitioners in South Africa are encouraged to enrol on the Post Graduate Certificate in OD-ETD Practices starting 31 July 2008! Click here to request more information.
