What's New at IPD?

  1. Many expert trainers are enrolling to the WORLD FIRST Post Graduate Certificate in OD-ETD Practices (NQF Level 6) offered by IPD in South Africa. Enquiries are rolling in and the programme, starting 31 July 2008 should already be 50% subscribed by the end of this month. Should any past IPD learner (during 2005 - 2007) have not yet received their assessment results or certificates, please send an e-mail to support@peopledev.co.za with the following information to process outstanding certificates and results:

    • ID number and full name of candidate;
    • Name and date (year) of learning programme attended;
    • PoE submission date;
    • Name of your assessor and
    • The signed summative assessment feedback report.

Training spend efficiency is linked to correct learner selection


Business executives still regard training spend as a grudge purchase. After all, competence should be requisite for staff placement they accord. Occupation-directed competence may be procured in staff placement processes, but critical competences are needed for employees to actually have something to offer. These are often missing, and clouded by impressively drafted CVs and well groomed applicants.

Skills development planning is fast shifting toward ensuring targeted learning to the right candidates, for the right reasons. "Millions of wasted training spend on the wrong candidates for the wrong reasons; to meet numerical targets and ensure the `budget is spent’ is challenging government, training authorities and the business community at large," reports Mark Orpen, CEO of The Institute of People Development. "Learner selection, terms of participation and learner support are three key input measures to enhance the transfer of learning and achieve returns on training investment.

The Institute of People Development successfully implemented an online Gap Analysis Test for trainers to assess their occupation-directed competence before enrolling on train-the-trainer programmes. Gap analysis testing is often used as pre-assessment in recognition of prior learning (RPL) processes, however such standardized, occupation specific skills planning tools are becoming increasingly vital for learner selection toward improving the efficiency of training spend.

"Graduates need critical competences to be employable," explains Victor Kgomoeswana of MoneyBiz. "These critical competences include an ability to analyze their environment; be confident in decision making and take accountability thereof; manage performance and expectations of peers and clients; represent and communicate what they do and where they are going. Until graduates can master these, they may not actually have much to offer!" insists Kgomoeswana.

"All providers of accredited learning should develop and assess these four critical competences" agrees Orpen, adding" as well as ensuring graduates take ownership of those criteria capturing ones loyalty and commitment to a particular trade, occupation or profession. What makes an employee employable includes aptitude, attitude, critical skills and a proactive work ethic."

"Learner selection is a key part of the skills planning process, and appropriately selected candidates can significantly increase the percentages of successful assessment results," concludes Orpen.

Sample OD-ETDP gap analysis screening provides useful results


Since October 2007, more than 100 trainers across South Africa have completed the IPD's online OD-ETDP Gap Analysis Test and the results of this dipstick survey should assist SETAs and organisations in their skills planning toward improving OD-ETDP competence. Scarce and critical skills research conducted by the ETDP SETA last year exposed categories of relative scarcity and absolute scarcity against specified occupations.

IPD then developed and conducted an online self-assessment pilot study toward a detailed breakdown of requisite skills of trainers within their occupations. The survey results are mapped against each unit standard contained in the NQF5 OD-ETDP qualifications and the results further clustered against each role area providing a clear learning path for trainers to close these gaps and acquire the scarce skills identified in the ETDP SETA research.

This survey has provided very useful results and IPD is now ready to offer this service to any SETA or employer wishing to audit the skills of their trainers. Please contact Mark Orpen on (011)315-2913 for an appointment to discuss these results.
